Basically how this works is that every time you swim in the water you use a normal amount of swimming speed and when you stop swimming or when you spin the game you'll add a couple of negative speed units, basically as backwards momentum, and if you do this frame perfectly the game will keep adding negative speed so back speed tools have value and if you keep doing this every frame if not.

By the way, I don't know what a frame is, this game basically runs at 30 frames per second to emulate that it's actually a video, so if you do this every frame because there's no strict lock on how far you can go back, you're going to keep increasing more and more speed so you can get three sixes and keep going like this, that's basically how this trick plays out.
