Press Secretary Kayleigh McEnany Holds a BriefingMay 11, 2020
So good afternoon, I have an announcement for you regarding hospital funding as appropriate in the third phase of coronavirus relief, the Trump administration will distribute a total of $12 billion in provider relief fund payments to 395 hospitals in across the country who have been hit the hardest by the covid19 pandemic these hospitals have collectively cared for more than 70 percent of the 184 thousand americans who required hospital care and 10 billion of the 12 billion patients will go to hospitals that treat 100 or more covid19 admissions hhs is distributing an additional 2 billion to these 395 hospitals in proportion to the amount of care they provide to low-income, uninsured patients this is consistent with our effort to ensure americans who need it most receive assistance from the federal government we will post a breakdown of the states that receive it ta funding and counties receiving this funding before you know it new york new jersey and illinois received the most ng funding by state while new york new york bronx new york and cook illinois received the most funding by county as determined by our metrics our healthcare providers like president trump have repeatedly recognized that they are our heroes as we work to defeat the invisible enemy this relief funding will help these heroes defeat this virus by reacting to care relief i love what what this provider said so he said thank you and god thank you and god for this relief i have tears in my eyes of gratitude for these funds thank you very much Also, to date 100 flights have been completed as part of the project airlift.
These flights have expedited nearly a billion pieces of PPE for our healthcare heroes. The third phase of coronavirus relief also included $320 billion in additional funding for the Paycheck Protection Program that, like all of you. know provides forgivable loans to small businesses to keep their employees on the payroll. This program has been extremely successful during the first round of ppp lending. 1.6 million loans were made to small businesses of those 1.6 million loans, 1 million of them were made to businesses with 10 or fewer employees, so which went to small businesses and businesses that need it most but it seems ppp isn't just another government program this is to support americans every day who through no fault of their own have found themselves in this situation we saw this from firsthand at the white house on tuesday president trump welcomed small business owners and employees to the white house these small businesses received ppp loans that helped them pay their employees during the pandemic push bose was among small businesses welcome to the white house bitty and bose employs 120 people with intellectual and developmental disabilities it's a coffee shop not far from here biddy and bose your They found themselves temporarily closing their doors, but thanks to ppp loans, bidi and bose were able to rehire all their employees.
It's an honor to meet michael hoip, he's one of the biddy's bidding bows employees and he offered some words of encouragement to our country, um, and they really touched my heart and I think they will touch the hearts of Americans if you guys wouldn't mind reproducing those comments you president trump and ivanka thank you so much for having us thank you mr president for having us I love my job and am excited to be back working at b implies we like to use the phrase called unbroken that means me and all my amazing coworkers are not broken and have a lot to offer.
I know the great country of the United States isn't broken either, so on my behalf, Megan and Amy and all the employees involved, thank you for having us. we about you are our family michael he is an amazing young man i called him yesterday and asked him what he was doing and he said he and his coworkers were literally handwriting notes uh to put uh with their coffee packets that he and send to consumers i get one of these notes from another company and it really puts a smile on their face and michael does it every day and biddy and bose represent the hope and opportunity that is on the horizon for working americans like their body their business rather it embodies the american spirit workers like michael show that this country is not broken and that we will recover together michael thank you you are an american hero thank you for sharing that message of hope and with that i will answer the questions welcome to the podium for the first time, thanks also markets are down substantially today after the president suggested yesterday in the east that he might use tariffs to c harass China by the coronavirus.
Are you seriously considering putting? new tariffs on china or the president just spit yesterday look i won't preempt any announcement from the president but i will echo the president's disgust for sure with china um it's no secret china mishandled this situation just a few examples for you no they shared the genetic sequence until a professor in shanghai did it on his own the next day china closed their lab to rectify dating they slowly walked information on human to human transmission together with the world health organization and kept us out of the investigators at a very important time, so we're upset with China's actions, but I'm certainly not going to preempt the president with those announcements if the president is seriously considering forcing china to pay some sort of compensation, reparations, any word you want put back when it comes to retaliatory measures, um, I won't get ahead of the president on that, thank you kaylee and welcome to the podium too the president said yesterday that he has a high degree of confidence that the coronavirus originated in a laboratory in wuhan china and yet his own intelligence agencies say they are still investigating so the President has information and has come to the conclusion that the intelligence community is still not right?
The president's statement is consistent with the other intelligence assessments as we continue to have very limited and dubious data from China's current assessments indicated that President Trump's statement is consistent with what some analysts believe is the epicenter where the virus began and I'd like to point out that the intelligence statement you're referring to actually made two points: one, that this virus originated in China, two, that it started through contact with infected animals or was the result of a laboratory accident in wuhan, so I think that based on what the president said, that he saw intelligence suggesting that he might be in the wuhan lab, he seemed to be leaning towards the idea that this started in a lab, whereas the claim that we saw from the ID he said that we are still investigating those two options that he has just exposed is the president No way creates mixed messages by not saying that we're still investigating, no, you know, let me remind everyone that intelligence is just an estimate, essentially, and it's up to lawmakers to decide what to do with that intelligence, in this case, the policymaker he is the president of the united states and he will make that decision at the right time the president is close to deciding what to do with china he has received some recommendation of the consequences he is close to a decision look again i will not get ahead of the president's decision or timing of that decision, but he takes it very seriously because the Chinese decisions that I referred to are moving slowly, some of that information puts the lives of Americans at risk and you can be sure that this president has a priority and that is safety and well-being. - being from american lives thank you so much haley welcome um since it's been over 100 days since the
secretarystood there i wanted to get a better idea of what your plan is are you planning on doing this daily at this point and also um , you'll pledge to never lie to us from that podium, I'll never lie to you, you have my word on the timing of the
briefings, um, we do plan to do them um, I'll announce the timing of that, but we plan to continue these welcome to the podium uh, a question for you about the work of the project, the speed of the work, can you give us more details, uh, the president said that he is ultimately in charge of this project, but will there be a person responsible for the day-to-day?
What is the budget for this project, and when can the American people realistically expect a vaccine to be available to everyone? Well, there is a person responsible for the day to day. and that is the president of the united states, president trump, and regarding vaccines, i would like to point to the words of dr. fauci, that they are going to move to a phase one trial within three months of obtaining of the sequence. ne this fast so what the president is doing and under the president's leadership we are in phase one faster than ever according to Dr.
Fauci and that should encourage the American people on budget and budget and not really there is another key person. I mean, I know the president, ultimately I guess the responsibility stops with the president, but he hasn't put someone on us on staff. I'm not yeah I'm not going to go into detail on exactly how it works but just rest assured we are on an accelerated pace towards a vaccine at least for this part of the phase one clinical trial um thanks yesterday the fed took an action that seemed designed to allow oil companies access to their landing facilities, so I wonder if the president has talked to president cal about this, uh, if he's happy with the move, and if the white house was considering some additional help for the oil companies, so I won't get into the president's personal discussions, but I'll just point out that t The president is always looking out for the nearly 11 million American workers in the oil industry.
I would also like to point out that we are filling the strategic oil reserve right now and we will be buying 75 million barrels, so those are the only announcements I have on oil. front today yes hollow thank you kaylee the president tweeted this morning about the protests in michigan essentially he said the governor of michigan should work with the protesters he called them very good people and said they are very angry at some of those protests i'm sure you saw included you know heavily armed protesters members of militia groups i wonder if the president was talking about those specific members who stormed the capital in michigan when he spoke of very good people look the president was referring in general to that in this country you have a first amendment right to protest i think that's something we all treasure here um and we should have the right to do so constitutionally but you have to protest within the limits of the law he encourages everyone to protest legally and also to participate in our social distancing guidelines that we believe in that all Americans should participate if you have any answers to pictures of you basically know people with long guns. break into the capital confront the cops and somehow intimidate some of the legislators again the president says they know we should legally protest and act within the limits of the law yes thank you for being here when the president says you did a job spectacular when jared kushner talks about a great success story some americans see it as a lack of empathy do you understand the reaction look you know jared kushner first of all he has done a great job for this administration and what I would say. so when i was talking about a success story i was talking about the history of this administration which is a story of mobilization for the great american people first mobilization of american industry since world war ii um of course we mourn every american life that's been lost, but we want the American people to have confidence in this administration's response and that's what he meant by the fact that in the average year, the healthcare industry uses 25 million on 95 masks and we've delivered in this short time 75 million in 95 masses, more than three times what the health sector uses in a year that is extraordinary, it is extraordinary that you know that some in the media said that we needed a million ventilators and this president did not we've needed we've needed far less than before not a single American has died for lack of a ventilator and the fact that this president can look at the American people in the eyes and let's say I'm producing a hundred thousand ventilators this year together with the private sector one hundred thousand ventilators which is three times what we produce in an average year I would consider that a huge success On behalf of the American people it's more about the tone of politics itself.
We want to give the American people the confidence that they have a federal government that is doingeverything in our power to provide the necessary equipment to convert it and combat this invisible enemy. mourning the lives of Americans, we have said that I will repeatedly echo that today my heart breaks for those I regularly pray for those affected by the coronavirus, but we are going to give the American people confidence that they have a federal government under the president donald trump that he's going to step up and do the biggest private sector mobilization since world war ii yes thank you very much kaylee thank you for being here president trump mentioned the situation in brazil several times this week as well as talking about cutting flights from brazil there is talk of sending assistance to brazil sending personal protective equipment or ventilators to brazil and president trump plans to talk to the president ent person well the president has mentioned that he has sent ventilators all over the world any excess supplies we certainly look help other countries um but you know in terms of a specific announcement about brazil i have nothing new reports tion for you on that front today yes kelly welcome one of the most important parts of your job is to have access to the president can you give us any indication that since you have been made
secretarywhat kind of access have? to the president to know what he is thinking and to let us know yes i can tell you this i am around the president most of the day i was with him before i left to go out and talk to you i think my staff can vouch for the fact that they find it very difficult meet because I'm usually with the president and the oval office, so I'm always with him absorbing his thought and it's my mission to, uh, bring you the mindset of the president to deliver those facts. so this president gets fair and accurate reporting and the american people get fair and accurate information yes thank you kaley just following kristen's question china is blocking the world health organization from going in and investigating how this Shouldn't outside researchers be allowed into Wuhan to determine one how the pandemic started and two maybe a way we can speed up finding a cure for this?
It is of the utmost importance that we enter China in an accelerated manner and that did not happen. Regarding the World Health Organization, they have some questions of their own to answer to the United States, as the president has emphasized, it provides about 400 million to 500 million per year. to those that were compared to China by about 40 million a year, but yet it seems to have a very clear China bias, I mean you look at this timeline and it's really damning for those that when you consider the fact that 31 December had Taiwanese officials warned of human-to-human transmission, who did not make it public on January 9, who repeated China's claim that the virus does not spread easily from person to person, citing that it was apparently false on January 14. january who again repeated china talking points on non-human transmission praised china's leadership on january 22 on 23 said and this is unbelievable the pandemic did not represent an international public health emergency concern and even on february 29 you said that when the coronavirus was spreading around the world, they chose to put, excuse me, political correctness in opposing the r travel restrictions that save lives, the travel restrictions that this president put in place, the travel restrictions that dr. falchi praised for saving lives and you have the world health organization opposing a measure that saved American lives that is unacceptable, especially at a time when the united states was providing 400 to 500 million dollars john haley this time last week the president was saying he was not happy with georgia governor brian kemp for starting the reopening process and the way he who was at the ti told me it was a week later there have been some peaks and troughs in new cases in georgia but overall the trend line is down. the states take the lead here um it's the leadership the governors decision to decide what's best for their state having said this um you know I've talked to the experts I talked to Dr.
Burks I talked to Dr. Falchi and they rightly say , so this president has always quoted on the data side so he encourages all states to follow data based guidelines to reopen all states from georgia in the future should follow those guidelines but ultimately it's decision of the states and a note that I would make about the president in times of national emergency, it seems that we have had a tendency in this country where presidents add power at the federal level, but this president has delegated the power that he has invested in a principle that I appreciate, and I know many others do, that it is federalism and I think it was the right decision.
Did he mention his feelings about the governor's camp in the last few days? I haven't talked to you about governor kemp in the last few days as the president on reopening life as the president moves to reopen the country that means he will be campaigning in those states where he will reopen so i would refer you to the trump campaign on that question, yeah, yeah, thanks for being here, kaylee, you mentioned Dr. Fauci a minute ago. Are we going to have more press conferences with Dr. Fauci and Dr. Burks and the health experts or is the White House changing the message to focus more on the economy and less on the public health aspect, let me backtrack and talk to you a little bit about how we approach information dissemination, you know when I talk to my colleague alyssa and we plan the community communication strategy for this white ho use together with the president um and ben also you know what we do is say what is the best way so the public gets this information right now and we let the news cycle and the needs of the American people guide us and you know right now what we see happening and I hinted at it in my group last week is you have 35 states and probably more at this point with plans to reopen the country americans are looking to reopen the country we have had dr burks at various events this week it has been dr burks and fauci on the airwaves radio, they are truly amazing people and have done a great service to this country, but we let the news of the day guide us on what the American people need to hear. and right now we're in a reopening phase, so you've seen the president this week with CEOs, you've seen him with small business owners with small business employees today with some great heroes that have emerged from this pandemic and have done a lot of the hard work.
So every day we address this like how can we get this information out there? There is a need for information, which is why I am here complementing the efforts of this president to get the message across. He would also point out that he is the most successful president in history. twice yesterday twice the day before you hear from him quite often, as well as from our medical experts, so the task force still meets. I guess what is the role of the crow buyers task force. dying then, what role does the task force have versus economic advice?
Yes, the working group meets regularly. I go to those meetings. I hear. We are Dr. Burks. sometimes more than two hours in these task force
briefings, so the ones that are still going on you can be sure we want a safe reopening so we put the health of Americans first and look forward to reopening this country yes thank you kaylee back to the dni statement yesterday there is a quote that i would like you to give me an answer you said the intelligence community also agrees with the broad scientific consensus that the kobit - Virus 19 was not man-made or genetically modified.
This was from the ID statement. agencies to search for evidence to support the theory that kobit 19 was made in a laboratory in wuhan. I can assure you that no one is pressuring the intelligence community to come to a determination. The intelligence community's statement stands. It is in perfect concert with what the president said. um, so you know, I encourage the media to get the facts out to the American people, which is um, that we stand in line as an administration and we stand with the intelligence community and th You agree completely with what the president said yesterday , look who I haven't gotten to oh I've gone to almost everyone ok so we're into round two that's great yeah thanks today former Vice President Joe Biden denied sexual misconduct allegations against him Does president trump take you at your word given that, as the president has said, he has denied the accusations against himself? less than 16 hours to take the advice of the president of the united states and go out and publicly address those claims so you know we're glad to see that he's on the record we're going to ask him about something the president said a few moments ago in an interview he said that tara reid is a much more compelling quote than anything they've ever had regarding brett kavanaugh what did he mean by that what's more compelling you know that's the president's assessment so i would point out you go back to your words i think it was a gross miscarriage of justice what happened to judge brett kavanaugh there is no need for me to bring up some of these lewd, horrific, verifiably false accusations that were made against judge kavanaugh that was a shame on the democrat part of dragging a man's name very respectable through the mud like this um so i'll leave it at that kelly is the radio pooler i'm asking this on behalf of your buddy rumor has it decision to release michael cohen from prison.
Ducacoba 19 home confinement has been reversed if the White House intervened directly or indirectly here um no, absolutely not, I would say there, but I am glad that you have brought up justice and because look, once again there is a case of injustice that still has not been submitted. until today but i would certainly like to bring it up and that is the case with general michael flynn um what we have all learned from that should scare every american citizen uh the fact that you had j am comey admitting in december of the year past that he violated protocol by ordering agents to confront flynn about something he wouldn't cite he's gotten away with under previous administrations the fbi told flynn he didn't need a lawyer when they came to meet with him mccabe told the fbi agents who didn't believe flynn was lying and then all that information we've learned over the last few months and years culminates in the fact that we have a handwritten note from the fbi that says quote we need flynn to lie quote and get him fired um that there was an unfair unfair target on the back of general michael flynn should concern all americans at any time uh there is a partisan persecution of an individual and that is certainly at least those questions are raised regarding general michael flynn an honorable man who served his country john yes kelly in that when the president fired michael flynn he said he was doing it because he had lied to the vice president and told him lied to the fbi, given everything you just said, isn't that true, the president still believes that michael flynn lied to vice president pence and the fbi?
Well first let me address that Vice President Pence is on the record on this he said um he's inclined to believe that flynn didn't intentionally mislead him and I guess I would give him the question and just ask if it bothers you that the fbi said uh we have to making flin lie not that worries you as a journalist and not just that as a us citizen well it certainly is something worth reporting it is not my job to say whether it is a concern or not but the bottom line is the president flat out said that flynn lied to the FBI and the vice president and i'm just asking a very direct question, do you still believe that michael flynn lied to the fbi and the vice president? flynn was not interested ntionally i fooled him and i ask that all of you in your coverage do your best to report what is a very scary story when the fbi says let's make someone lie i have seen very little coverage that it is a story worth Worth reporting and a story that I hope the American people, if you haven't already heard, are hearing for the first time going back to the South China Sea, we had a problem this morning where you had the international crossing of uss berry sea waters and then china this is in the south china sea and chinese officials are saying this will be a dead end effort if the president has talked to either side in the chinese uh as to what the us is going to continue to do is it for the US Navy to simply ignore these threats and keep advancing through these international waters what are their responses to China's increasing aggression at sea from southern China again?
I have no news to report on the President's talks. and for the details of that he would redirect you to the nsc yes thank you in the same podcast interview the president said the democrats would citethat they would have to give us a lot to help the states. I wonder if you have any idea what specifically the White House or the President is asking for and secondly what you would say to someone like Governor Cuomo who says he knows that the President already told me a few weeks ago that he would support this guy. aid and why are we bailout um you know airlines or defense contractors but not states that play to pay teachers or first responders well first you mentioned governor cuomo so i thought it was a good time to remind everyone that governor cuomo has praised the response from the president um on this coven 19 crisis saying what the president has accomplished is a phenomenal achievement and we thank governor cuomo um for those very kind words but on that note regarding state funding um phase four i It's something we want to start negotiating right away and get to work on what the president has said look I'll certainly consider helping the states that are right it's because of the coronavirus for the financial situation they're in, but you don't want this to be an excuse for decades and decades of democratic bad governance that has landed some of these states in financial trouble, so you mentioned that um in terms of the kind of things you want to see in this phase four I don't want to get ahead of the negotiations but I want to emphasize that you mentioned sanctuary cities this is a really important issue that has cost American lives in the past year the brave ice officer has arrested to more than 120,000 foreign criminals charged with nearly 10,000 robberies, 5,000 sexual assaults, 45,000 violent assaults, 2,000 murders and, in the past year, 5,000 human trafficking episodes, why American Lives Matter, our brave men and women of ice matter and it's something you've mentioned that you'd like to see in a phase four, I mean you brought that up and the president he's been a bit vague about it, is he explicitly conditioning state aid on states? or cities that don't say they would have sanctuary city policies no I'm not not conditioning anything but I'm saying it's a bargaining chip that the president will certainly bring up thank you very much for what the president has in the past denied any of the allegations of the many women who have accused him of sexual misconduct um but for that podcast today he seemed to suggest that the allegations that tara reid has raised are more credible than the ones against brett kavanaugh um what about the allegations that were raised against he though, why should the public or what makes them less credible than tara reed's accusations? the president quickly denied all these allegations that were raised four years ago he always told the truth on these issues he immediately denied them and you're bringing up issues like i said four years ago that were asked and answered and the american people had their say on it when he chose president.
Trump as president of the United States, but you know the media let the media really take an issue about the former vice president and turn it against the president and present allegations from four years ago that were asked and answered in the form of the vote of the american people just come back haley uh to john's question because kellyanne conway talked about this the other day and suggested that two things could be true at the same time now we have the vice president saying he thinks general flynn may have unintentionally misled him about it now three years after the fact but the two things that could have been true at the same time was that flynn lied to the vice president and he also lied to the fbi if you take out the fbi part the president would still have michael flynn fired for believing he lied at that time to the vice president, I want to say that I'm not going to participate in a hypothesis and that's essentially what it would be, but what I would say is echo still.
Again, this was a serious judicial error. I'm really glad the FBI thought of keeping a paper trail because what many have said for a long time pointing to the first facts I shared with you that culminated in that handwritten note. I'm glad they kept such good documentation of their intent to slowly lead General Flynn um into a trap and essentially create, as I mentioned, a gross miscarriage so that the FBI can at least thank you for the excellent note-taking. Let me follow up on that. although john brings up the point that general flynn pleaded guilty to lying to the fbi i'm not going to get involved in what was a matter of justice you don't consider it a miscarriage when you have the fbi writing we want to make someone lie it's a miscarriage , but in the end he pleaded guilty and you hesitated because you know what the answer is, the answer is yes, many other people and I would encourage the media to cover it because I have seen a lot of your networks I have read a lot of your articles I have seen a lot sparse information on michael flynn when there was a lot of speculation about russia russia russia culminating in 40 million dollars of taxpayer money being lost and the complete and total exoneration of president trump thank you very much guys im going to cut this short now and go see my little five month old here in a few hours let me say this um the president leaves today for camp at 5 pm david is going to work the weekend he will talk to jef it's of state with elected officials we have a big event this afternoon and of course y'all should watch the fox news town hall with the president from 7 to 9 pm it will be uh i can't miss tv as the highly rated president trump uh, the coronavirus task force briefings have been thanks
