I know he was a mediocre villain at best, but he really won at the end of the Ramey trilogy.
Sandman took his own life in crime to help his daughter receive medical treatment in the process of her falling into a well. a government complex and becomes Sandman. His goal didn't change after his transformation, but it certainly didn't help the image of him being seen as a huge monster. Sandman isn't necessarily a true villain, but he doesn't pursue his goal in a respectful way. At the end of the film, Sandman tells Spider-Man that he has everything he wanted. what he did was help his daughter, the two share a touching moment and then the salmon flies away in a cloud of sand, he doesn't die and they don't stop him, so he can continue finding ways to help his daughter, it's a truly admirable victory. for the villain, I really hope he was able to achieve his goal, this last example is probably one of my favorites on the list.
