I'm not going to want a lot of action so for example today I normally fish some sort of drag on the back of my hook and in this case I'm just fishing a chunk style bait, this chunk doesn't really have much action, it doesn't kick there, it's very subtle and that subtle action is what makes you bite in cold water.
Now another thing you need to think about when it comes to fishing with a subtle lure is the rattles found on a lure, some of the best cold water crankbaits on the market don't actually have many rattles or rattles, Many of their balsa baits, baits like a shad wrapper and baits like a dt6, these are lures that have very little if any rattles to them and these are the ones you want to fish in cold water. Why, because they are a subtle lure, they have a subtle, tight action and that's what gets bit during cold water fishing.

This is a quarter ounce hook with a super chunk of junior zoom on the back. This is one of my favorite baits to fish and the fish seem to eat it in the colder water, now we move on to the fourth and final of cold water fishing and that is put on hold sometimes during the winter, many fish will actually be put on hold, for What is possible is that you can fish with lures like a Ned rig or a jig like I do today, but you are actually fishing under the fish.
