It's never just arbitrary like in this episode, if let's say one character has one style and the other character has another, that could have been a cool artistic choice to differentiate the two in the same way that the color effects are for them. if Mob had primarily a heavier line style that matched his series and Tatsumaki had a less aligned one and there was a third middle ground between them when their hand-drawn scenes interact, that would be fine, but that's not what they do.
