He didn't give any more details than that.US officials I have spoken to are very skeptical that this is actually a plan. It is assumed that if there are going to be military operations in Rafah, there will be a clear and implementable plan to get civilians out of harm's way and care for them. We have not seen that plan. It's possible? It's possible. But we haven't seen it. The most important thing is to see it. And to make sure it's something that can be implemented. American officials I've spoken to are skeptical that there will ever be a plan Israel has to evacuate all those people.
They believe Israel is serious about going to Rafah because the last four Hamas battalions are there. Israel says they must be defeated.
