On the battlefield, Ukrainians defend the same values on the basis of which Europe was and is united. Every step we take towards greater unity between Ukraine and the EU inspires our people. Commission President von der Leyen announces a tenth package of sanctions against those responsible in Russia and its ally Belarus: with new entry and asset bans. She also promises more than 150 million euros for the purchase of energy technology. She reiterates long-term support for Ukraine. Fighting continues in eastern Ukraine. Overnight, a Russian rocket hit a residential building in Kramatorsk, eastern Ukraine. Three people died and several were injured. In the south of the country, in Kherson, at least five people were injured in a Russian attack. A high EU delegation visits a country at war. The symbolic power of the expression of solidarity is great. But Ukrainians want quick access to the EU. This will also be the topic of tomorrow's summit. Russian President Putin has once again justified the war against Ukraine by comparing it to World War II. In a speech he recalled the victory over Nazi Germany at the Battle of Stalingrad 80 years ago.

Putin said: his country is once again threatened by the Nazis and German tanks. And Russia will win again. Stalingrad is there again. For a few days now, Volgograd has had the old name. Stalin is present everywhere. They inaugurated a new bust with a small dance. Historical parade on the occasion of the 80th anniversary of the Victory of Stalingrad. This victory was a turning point for the Soviets. It was bought with a price. For months, German and Soviet soldiers clashed in the pocket of Stalingrad. Not only Russians fought in the Red Army, but all Soviet peoples, including Ukrainians.

One million people died. The President of Russia makes the victory primarily Russian. He sees a parallel to today. Today, as then, Russia is threatened by fascist ideology. According to Putin's interpretation, fascists, supported by Germany, are in power in Ukraine. Incredible, but it is a fact: once again German Leopard tanks with crosses on them threaten us. They want to fight Russia again on Ukrainian soil, with the help of Hitler's successors in Ukraine. Russia has options to respond to this, Putin said. Foreign Minister Lavrov also made a historical comparison. The West is concerned about the “final solution to the Russian question.” Apparently the Kremlin needs these comparisons to declare war on the people.
Then as now it was against the Nazis. A rhetoric that is trapped here. Interior Minister Faeser wants to run as the SPD's main candidate in the state elections in Hesse. She will remain Minister of the Interior until the elections on October 8. Faeser made it clear that if she were defeated in the election, she would want to remain in the federal cabinet. In Hesse, the SPD has been in opposition since 1999. The CDU, which governs with the Greens, enters the race with Prime Minister Rhein. Now it's official: Nancy Faeser wants to be Prime Minister of Hesse. Tomorrow she wants to be elected the SPD's first candidate for the regional elections.
I am the first federal Minister of the Interior. And I would like to be the first female Prime Minister of the state of Hesse. My heart is in Hesse. I always wanted to make a difference in Hesse. Faeser will soon be an electoral activist in Hesse, but she will also remain federal interior minister. This is not a good solution for the opposition. The Federal Ministry of the Interior is one of the most important ministries. The challenges are enormous: cyber threats, extremism, immigration challenges. This office needs all your attention. A minister who is half of the main candidates in Hesse cannot offer that.
Faeser receives a boost from the Chancellor. He supports his party colleague. She wants to remain Interior Minister in the federal government if things do not go well in Hesse. The Minister of the Interior is and will be fully occupied with the task she has. She is doing very well, she is a great Minister of the Interior who is helping to improve security. How compatible are electoral campaigns and an important government position in these times? At the federal level, criticism of the dual role does not only come from the opposition. Also from the coalition partners. The SPD Interior Minister will be under observation in the coming months.
The mask requirement on buses and trains has ended nationwide. From midnight it is no longer necessary to wear mouth and nose protection in local and long-distance transport. Due to the relaxed coronavirus situation, the regulations were lifted. Many consider the end of the mask requirement overdue after almost three years. Health Minister Lauterbach calls on passengers to continue using protection voluntarily. He comes in, please, and without a mask. From today this also applies to long-distance transport. Still unusual for some. He was sitting on a crowded train and I thought: It would have been better if you had worn the mask!
I don't upload any and I'm glad it's over. The mask and testing requirement continues to apply in the health sector and in nursing homes. Protective measures are being lifted in many other workplaces. The isolation requirement has long since been lifted in many places. Anyone who becomes infected with Corona will no longer have to isolate at home in five other countries. Saxony and Thuringia want to do the same tomorrow. In Berlin, Brandenburg and Mecklenburg-Vorpommern, infected people must continue to isolate themselves. The phasing out of most measures: appropriate for professionals. Given that we have a good immunity situation and low infection rates, withdrawing measures is justified.
But that doesn't mean you can't protect yourself. Three years of pandemic, three years of measures. Health Minister Lauterbach now criticizes some of the measures. The measures were correct, including the confinements. But masks would no longer be worn outdoors or playgrounds closed. He advises wearing a mask voluntarily, especially during cold and flu times. Everyone can decide for themselves. The EU is planning stricter rules for political advertising on the Internet. Parliament passed provisions to better protect elections and referendums from outside interference. In the future, only personal data that has been expressly transmitted for online political advertising may be used. “Microtargeting” should be excluded.
It is about identifying the interests of specific people who use data. Anyone who wants to advertise on social media can specify exactly who should see these ads. For example, only people from certain cities or states or from a certain age group. Gender can also be specified, as well as education level, and even more sensitive data. These profiles also contain data on health status. Political orientation, sexual orientation, who we are friends with. With this “targeting” a party can, for example, send contradictory messages to different target groups. For example, “free diesel rides” for seniors interested in cars. Or “Climate protection now!” to young people committed to environmental protection.
At worst, the method helps foreign actors like Russia in disinformation and manipulation campaigns. The new regulation aims to prohibit the use of sensitive personal data for political advertising. There will be more restrictions shortly before the elections. For the German FDP, the regulations go too far. I think it's the sledgehammer method of fundamentally restricting political advertising. I think that's wrong. Because it is also about communication between democratic parties and citizens. In the coming weeks, the Parliament, the Commission and the Council of the Member States will have to agree on a version. It should be in force until the European elections in spring 2024.
The European Central Bank has increased its key interest rate for the fifth time in a row. It rose another 0.5% to 3%. In addition, the head of the ECB, Lagarde, announced a new increase of 0.5 points for March. The ECB wants to reduce inflation in the euro area. Higher interest rates mean, among other things, more expensive loans. This is intended to curb demand and lower prices. Cancer research in Germany should get a boost. For this purpose, the National Center for Tumor Diseases will receive four additional headquarters, according to the Federal Ministry of Research. The works will be financed in the future with 100 million euros per year.
Cancer is the second cause of death in Germany after cardiovascular diseases. As a result, more than 230,000 people die each year. At the German Research Center in Dresden they are clear: cancer is a growing problem. More than 500,000 people get sick every year and the trend is increasing. Currently the Center for Tumor Diseases has two locations, in Heidelberg and Dresden. Four more locations are currently being established in Berlin, Essen/Cologne, Würzburg and Tübingen. Our task is clear: to make innovative research possible so that fewer people suffer from cancer in the future. And that patients can be treated better.
This is a life-changing and life-saving transfer. Around 1,000 additional researchers will work in these centers. In total, the project is financed with 100 million euros annually. One in two people will develop cancer during their lifetime. This shows that we have to make a great effort together. Cancer research should be interconnected better and faster. This often causes problems in practice. If data protection officers have to advise on a center and this takes a year and a half, I can say: during this time many people have died from lung cancer. The goal of the research is to prevent three out of four deaths from cancer.
In a joint operation, European investigators dismantled a gang of ATM attackers. Nine suspects were arrested in the Netherlands and Belgium, and three more are being sought. German investigators also participated in the raids. According to the Bavarian state criminal police, the group broke into more than 50 ATMs in southern Germany and stole around €5 million. Bavaria's Justice Minister called the explosion a modern bank robbery. Weather forecast for Friday, February 3: A storm causes thunderstorms in the east and north. Heavy snowfall in the southern mountains, which will continue tonight. Rain from the center moves to the east, where there is also snow.
Tomorrow more sun in the Alps. However, further heavy rain will arrive from the north and reach the southeast in the afternoon. In the north it will clear up later, but it will continue to drizzle. In the afternoon it snowed heavily again in the Alps. Unstable on Saturday. Heavy rain and snowfall in the Alps. Similar on Sunday, but again with more wind. On Monday the weather calms down. At 22:15 Ingo Zamperoni asks in the tagesthemen: What are the chances that the Berlin elections will work again? And we'll show you why banks aren't giving customers better deals despite rising interest rates.
