In 2007 Burundi and Rwanda joined and in 2016 South Sudan became another member. In 2013, the members joined a common state for the first time.

Closer to what they met to negotiate a common constitution, it was decided that the negotiations would not really be easy because they were initially postponed again and again due to the accession of South Sudan in 2016.
