This is only part of it. It is the one on which the ICC has focused the most. So I guess you see that there is a kind of cut and dry international law that is being violated here with the movement of young people, of minors across international borders.

Most likely, they deny that the ICC has any jurisdiction over the Russian government, over Vladimir Putin. And it's not just them.
